People moving together through a complex urban environment
BUILDING SAFETY CAPABILITY

A world in profound change requires a new kind of capability.

Risks and threats increasingly cut across sectors, systems and societies — from geopolitical instability and cyber threats to disinformation, polarisation and crises. Safety and security can no longer be strengthened in isolation.

Safety Capability is our capacity to understand risk, remain resilient under pressure, and act safely together.

WHAT IS SAFETY CAPABILITY?

The human capability that underpins safety, security and resilience.

SAFETY

Our capacity to prevent harm and act safely.

SECURITY

Our capacity to withstand threats that seek to destabilise or exploit us.

RESILIENCE

Our capacity to remain capable, adapt and recover under pressure.

SAFETY CAPABILITY

Safety Capability brings these traditionally separate domains together around the human capabilities required to understand risk, communicate under pressure and coordinate safe action.

WHY THE FRONTIER HAS CHANGED

THREATS CROSS
BOUNDARIES

Wars, cyber threats, disinformation, polarisation and crises increasingly penetrate societies rather than remaining contained within geographic or professional boundaries.

RISK HAS
BECOME HUMAN

Information alone does not create preparedness. People must be able to understand uncertainty, resist tunnel vision and make competent decisions when conditions become difficult.

RESILIENCE IS
COLLECTIVE

No individual, organisation or sector can create safety alone. Our ability to remain connected, correct one another and coordinate action becomes part of the protective infrastructure.

The next frontier of safety is not only what protects people from the outside. It is what makes people capable from the inside out.

THE HUMAN INFRASTRUCTURE

Communicative
Resilience

The capacity to activate and use communication to protect and strengthen our ability to act safely together — particularly under uncertainty, pressure, disagreement and threat.

COMMUNICATION CAN
WEAKEN US

  • Manipulation
  • Disinformation
  • Distortion
  • Silencing
  • Polarisation
  • Communicative abuse

COMMUNICATIVE
RESILIENCE

Disarm what weakens.
Activate what strengthens.

COMMUNICATION CAN
STRENGTHEN US

  • Shared understanding
  • Risk literacy
  • Mutual correction
  • Coordination
  • Trust
  • Collective action
THE SACCIA FRAMEWORK

Five capabilities.
Two functions.

SACCIA develops both communicative protection and communicative capability.

Protects us against what
weakens communication
Enables us to activate what
strengthens communication

Sufficiency protects against relevant information being omitted, silenced or selectively presented. It enables people to actively bring distributed knowledge, perspectives and experience into a shared information base.

Accuracy protects against error, distortion and unsupported claims. It enables people to validate information, challenge assumptions and correct one another before inaccurate understanding becomes unsafe action.

Clarity protects against ambiguity, hidden uncertainty and misleading certainty. It enables people to make explicit what is known, what remains unclear and what uncertainty means for the decisions ahead.

Contextualisation protects against manipulation and decontextualised interpretation. It helps people recognise what is acting upon communication — interests, power, incentives, framing, pressure, hierarchy, conflicting goals and emotion.

Interpersonal Adaptation protects the communicative relationship itself. It enables people to remain able to reach, hear and influence one another across cognitive, linguistic, emotional and relational differences.

WHEN IT MATTERS

Safety Capability in action.

CRISIS &
EMERGENCY

Resist tunnel vision.
Surface missing information.
Coordinate under pressure.

DISINFORMATION

Recognise manipulation.
Validate information.
Correct one another.

CYBER & HYBRID
THREATS

Maintain human capability when systems, information or trust are compromised.

HEALTHCARE &
HIGH-RISK WORK

Speak up. Cross-check.
Detect errors before they become harm.

DEMOCRACY &
SOCIETY

Stay in dialogue across disagreement without becoming vulnerable to polarisation.

EVERYDAY RISK

Build the habits of thinking and communicating that become critical when conditions deteriorate.

FROM RISK LITERACY TO COLLECTIVE RESILIENCE

From individual capability
to collective resilience.

RISK LITERACY

Understand uncertainty and risk.

COMMUNICATION

Challenge, compare, correct and contextualise what we think we know.

COLLECTIVE CAPABILITY

Make safer decisions and coordinate action.

RESILIENCE

Remain capable when it matters.

“Mom, that video is fake.”

“Why are you X-raying my left foot when my right foot hurts?”

Ordinary moments.
Extraordinary protection.
THE EISCOM ROLE

Building capability
together.

RESEARCH

Understanding emerging human safety capabilities.

EDUCATION

Building capabilities before they are needed.

DIALOGUE

Strengthening collective capacity across boundaries.

IMPLEMENTATION

Translating science into organisational and societal practice.

BUILD CAPABILITY BEFORE IT IS NEEDED

Safety cannot begin
when the crisis does.

EISCOM works with organisations, institutions and communities to strengthen the human capabilities that underpin safety, security and resilience.
